Having already released two DLC modes, the developers wanted to introduce something new and exciting. The hope with Shelter is that it will be so different from the previous DLC that it will provide more fun for players. As with all previous DLC, there will be a free-to-play mode, but Mysko and Junde allowed themselves a little more creativity when developing the world of Shelter. The ultimate goal is planned to be an enjoyable journey through an apocalyptic wasteland, allowing players to interact with the environment to collect newly mutated ingredients.

Junde said they wanted the cooking in the DLC to look less prepared and put together compared to its predecessors. The decision to go with an open, kebab-style grill was developed based on Turkish Cooking. There is still an oven and other traditional cooking methods, but the new grill will likely replace the stove of previous iterations. While the cooking and ingredients look a little different, the player will likely be able to pick out the new styles in no time.
